We see you sprucing up your yard! We see you following the guidelines set forth by the City of Garland and the ELEHOA by putting the trash bins and debris out on Thursday evening and bringing the trash bins on Friday evening. Your efforts are not going unnoticed. In the mean time, know that you can send a message by going to the elehoa.org website and clicking on Member Request to send a message letting the Board of Directors know you have a special circumstance which might keep you from complying. We want to help each other stay in compliance without getting violation notices. Trash Reminder

Trash pickup for our neighborhood is on Fridays between 7 AM and 8 PM. Please place bulk trash at the curb no earlier than 6 PM on Thursday evenings. Trash cans should be placed out for alley pickup on the day of collection only. For more information about the City of Garland's trash pickup click HERE.

Be aware that homeowners are reporting criminal activity in the neighborhood to include cars being broken into, packages being taken from porches and parts being stolen from cars. Please be vigilant and report suspicious activity to the Garland Police Department at 911 or contact our Neighborhood Police Officer C. Dawson at 972-205-4024 email: dawsonc@garlandtx.gov

Message from the HOA President

I want to express appreciation to Mayor Scott LeMay, City Council and Staff for the tireless work and efforts exemplified during this time of anxiety, tensions and uncertainty. Our neighborhoods and community are thankful for the work of our first responders being there in our times of need. There remains much discussion during the debriefing of these events but today we want to say, “THANK YOU!”
 
I am receiving calls from many in our homeowner’s association about busted pipes, water damage, clean-up/restoration, and ice/snow removal. The important task before us today is working together as a community to get the much needed assistance. Plumbers, Electricians, Water Restoration and other Contractors can be Googled. They are going to be very busy over the next few days but as in most things … Patience is a Virtue.
 
This is not the time for separation, division and assigning blame. If we have learned anything through the coronavirus pandemic and this unprecedented cold weather power outage, it is together we stand … divided we fall. We are all in this thing called life together. Tragedy doesn’t care if you are big or little, black or white, rich or poor. When it strikes … it strikes us all. During these hard times, nobody cares how much you know; they want to know how much you care. I pray that we will go forward having learned we don’t have to wait for unforeseen tragedies to recognize we can overcome all obstacles when there Is “Unity in Community.”

Power Restoration Update 8:30 AM 02/18
 
At 2:17 AM Power was restored citywide. ERCOT currently has no power shed orders in place but the emergency level remains at EEA 3 which is the highest level. The grid is stable currently but we need to remain cautious due to persistent low temps across the state. Please be conservative in power usage at this time.

Out of power since 8 AM Monday morning. Emerald Lake Estates subdivision. This is what we have heard:

Here's what happened-
ERCOT had a bunch of generators which tripped off Sunday night around 11pm.  This is in addition to the windmills freezing to in West Texas.  Total loss of about 34,000mW

Then as demand continued.. even more generators tripped off line so ERCOT entered the third stage of their Energy Emergency Alert Plan stage 3 (the highest and most critical)

To maintain reliability, controlled outages began.  ERCOT determines how much energy needs to be saved and then lines and poles people (ONCOR in our area) have to implement.  Because ONCOR delivers 36% of the state's electricity, they are in charge of "reducing" 36% of the need by cutting your power.

Here's the problem... because SO MUCH was needed, these "rolling" outages aren't rolling very fast.   They can't cut pieces of the grid which contain hospitals, first responders or critical care leaving relatively few options.  In short- those who could be cut.. stayed cut.. longer.  We are being told- this weather event is well beyond the design parameters of what anyone would plan for.

Try to keep your pipes from freezing by drizzling the water, source of heat through gas appliances and food supply. Plan for  a few more days of no power and the possibility that you may have to shelter with family, friends and relations if you are not able to maintain. We are not alone. Help is available. Check in with your neighbors. Be a source of strength, hope,, and positivity. We are what we tell ourselves. Pray with and for one another. We will get through this.

Power Status Update 12:00 AM 02/16

Just to be clear on this and not making excuses. The power outages we are experiencing are not the fault of GP&L staff or facilities. We are subject to regulatory demands from ERCOT. Our staff have been working on this issue all day and will continue to do so. We have made gains in getting power to some. Unfortunately we have not been able to restore all. Statewide we are still seeing extremely high demand with only very limited recovery of the power grid. We are aware of all outages and are very concerned by the effects of the cold on people and property. I have asked for a full status update in the morning and I have expressed the concerns I heard today about the difficulties people have experienced when contacting GP&L. I have spoken to many of our council members today who have shared similar concerns. We will have full reporting on this at our next work session. In the meantime I will continue to share all status updates.

Garland Power & Light Update 3:00 PM 02/15

Our crews are continuing to work out power restoration solutions within our current restrictions. We are working through line voltage capacity modifications. This is a very slow process. We are also experiencing feeder loading problems in areas where power is being restored. To put it simply once the power comes back on the immediate load is too great. So if your power is restored please limit usage. All users should continue to limit power usage until full capacity is restored.

Garland Power & Light Update 1:30 PM 02/15

We have been able to restore some of our interrupted load by sectionalizing customers between feeders. We are still operating within the amount of our load shed requirements from ERCOT.

Much of the current disruption is due to power plants around the state going offline last night. Some of those plants remain down at this time. Some are slowly coming back online.

We are trying to restore power in small blocks and timed to allow cold-load pickup to settle out. That’s depending on the statewide grid capacity.

We are continuing to work out solutions on rotations of outages without interruption of critical customers and services.

Happy Holidays,
I hope that you enjoyed your Thanksgiving. Even during this COVID-19 virus pandemic, we have so much to be thankful. As you can see, things are brightening up around the neighborhood. We are finalizing the entrance monument, gazebo lighting and decorations thanks to Isabel, Rene, and Chris. It is our hope that the entire community will join in lighting up the neighborhood in recognition and appreciation of the real reason for the season … God is with us! On behalf of the Emerald Lake Estates Homeowners Association – Board of Directors … let me be the first to say:

Maintenance & Compliance Committee

Occasionally, it becomes necessary to notify a homeowner about an infraction set forth in the Declaration of Covenant and Restrictions (DC&Rs). All homeowners should have received a copy of this document along with the Bylaws (Governing Documents) when we purchased our homes. These documents can be reviewed and downloaded from the ELEHOA (www.elehoa.org) website. You must be registered on the website to download documents.
 
Homeowners are encouraged to be good neighbors and communicate with one another when infractions/violations occur. If the neighbor does not feel comfortable communicating an infraction, they are encouraged to contact the Emerald Lake Estate Board of Directors (The Board) through the association website (www.elehoa.org) and/or appropriate local compliance organization (City of Garland: Code Compliance, Animal Control, Streets and Alleyways, etc.). Homeowners should use the “Contact” tab to report infractions/violations. It is our hope that infractions/violations will not escalate once a neighbor-to-neighbor communication has been established.
 
The ELEBOD will notify the homeowner (face-to-face, telephone, email, citation, etc.…) when infractions have been reported. The homeowner will be provided ample opportunity to correct the infraction and the matter will be resolved.
 
This procedural manual is prepared to provide structure and a systematic manner to address infractions/violations of the DC&Rs. The Board may process procedures as deemed appropriate to the situation. Your assistance and support in enforcing the governing documents of the association are very much appreciated.
Board of Directors Monthly Meetings
